Recommendations and opinions

Recommendations express opinions, thus proposing a specific course of action without imposing legal obligations on that addressee. Recommendations (proposed by the European Commission, adopted by the EU Council) are not legally binding, which means that for the addressee, in case of non-compliance, there are no legal consequences (no violations). The opinion is a legally non-binding statement that can be made by any of the main EU institutions; European Commission, Council of the EU, European Parliament, Committee of the Regions and European Economic and Social Committee. The opinion does not impose any legal obligations on the addressee.
